Minutes of the Regular Scheduled Board Meeting
December 04, 2025
The meeting was called to order by Chairwoman Angelique Fogleman at 6:00 pm at the Commission Office on Highway #71.
Roll call by Office Manager Andrew Guidroz II, reflected the following:
Present: 1) Angelique Fogleman, 2) Aaron Ducote, 3) Julian Rideau,
4) Paul Benson, 5) Tracy Beard, 6) Krysten Cannatella,
7) Joey Duplechain
Absent: 1) Vincent Sagnibene
Acting Operations Manager Present: Laurence Schexnayder
Visitors: None
#2890. Commissioner Angelique Fogleman opened the Regular Scheduled Board Meeting by welcoming all Board Commissioners. The Pledge of Allegiance was said followed by a prayer led by Commissioner Julian Rideau.
#2891. Minutes – Commissioner Angelique Fogleman asked that all Commissioners read the minutes from the November 13, 2025, Regular Meeting for corrections. After review, Commissioner Angelique Fogleman called for any corrections. A motion was made by Commissioner Tracy Beard to accept the minutes after correcting the bid amount for a trailer to $10,000, seconded by Commissioner Joey Duplechain. Motion passed without dissent.
#2892. Discussion of Budgeting and Finance – The current year’s expenses are running approximately 25% over budget. This is primarily from two unplanned bills: (1) the purchase of a new tractor with a boom max shredder and (2) providing health and medical insurance for employees. Income was also 25% over budget due to the reassessments made by the St. Landry Parish Tax Assessor. This will allow our expenses to once again come in under our income.
An amended 2025 budget was presented at the last meeting along with a 2026 initial budget. The availability of these for public review were announced in the newspaper as per statute. Members of the public made no comments during the allowed time and none appeared for the meeting.
A motion was made by Commissioner Aaron Ducote to accept the amended 2025 budget, seconded by Commissioner Joey Duplechain. Motion passed without dissent.

#2893. Animal Nuisance – Beaver activity is increasing as we enter into the rainy season.
#2894. Next Meeting – The next regular board meeting will be held January 8th, 2026, on Thursday.
#2895. Adjournment — A motion to adjourn was made by Commissioner Tracy Beard seconded by Commissioner Joey Duplechain. Motion passed without dissent.
